Ukroboronprom has reached an agreement with American company LeVanta Tech to collaborate on a "float-and-fly" concept. The manufacturer is offering the Halia family of ground effect vehicles with a range of up to 5,000 km and a payload of up to 1 ton, but delivery and combat use remain uncertain, according to Defense Express.
During the DFNC3 forum, the Ukrainian state-owned concern signed a cooperation agreement with LeVanta Tech Inc. The parties agreed to develop solutions to improve the speed and reliability of their products and are exploring the possibility of expanding production and training personnel in Ukraine.
The focus is on the Halia family of unmanned ground effect vehicles, which utilize the ground effect, flying just a few meters above the water. LeVanta offers three models: Halia-S (civil) - electric motor, range up to 400 km, payload 22-45 kg. Halia-M (small military) – similar payload capacity to the Halia-S; can be powered by either electric or jet engines: range up to 1,000 km (electric) or up to 3,200 km (jet). Dimensions as per manufacturer: approximately 3.66 x 3.35 x 1.52 m. Halia-X (large military) – jet-powered only, range up to 5,000 km, payload up to 1 ton. All versions have a stated speed of 185-277 km/h. However, the manufacturer has not yet announced the platform's strike capabilities.
Ekranoplans combine the features of surface and airborne UAVs: their low-altitude flight makes them difficult to detect at long range, and their high cruising speed makes interception difficult. This makes them potentially effective for operations over sea and for striking ships or port infrastructure if converted into kamikaze aircraft.
However, there are several important "buts" in the expert assessments: Development is ongoing. Halia is in the design/research phase; there is no talk yet of deliveries or local production in Ukraine. Even if agreements are reached, serial production will take time. Vulnerabilities exist. Larger models (particularly the Halia-X) will be significantly larger, making them theoretically easier to defeat with modern air defense systems than ultra-small, stealthy UAVs. Tactics and countermeasures. Protecting ships with booms against such craft will be of little help—ground effect vehicles can fly to low altitudes and overcome obstacles. Meanwhile, modern anti-aircraft systems and other air defense systems are capable of engaging large targets over the sea. The optimal compromise. Analysts call the Halia-M the most balanced option: relatively modest dimensions, long range, and substantial payload. Comparatively, small maritime kamikaze drones are already in use on the battlefield. They fly very low over the water and have proven highly effective against port infrastructure and ships. Halia is distinguished by its large size and potential range—if the project is brought to operational status, this could change the operational landscape in maritime areas.
