Hovering over Wilbur Avenue in Tarzana, referred to by many as the "Snoopy Bridge" was subject to bullet holes, graffiti, and rust.
When no one had solutions, Kirk Donovan, a Reseda resident, went above and beyond to get the original panels back to their prime.
