????Step 1: Open/Place and image in which you want to give the blur effect.
????Step 2: Select the area where you want to give effects using any selection tool(in this video we have recommened using "quick selection tool")
????Step 3: Go up to the Filter menu in the Menu Bar along the top of the screen, choose Blur, then choose Radial Blur
????Step 4: This opens the Radial Blur filter's dialog box. First, set the Blur Method along the left side of the dialog box to Zoom. Then, directly below it, set the Quality to Best
????Step 5: In the lower right is the Blur Center box where we set the origin point for the zoom effect. In other words, we use it to tell Photoshop which area of the image we want the zoom to be coming from.
????Step 6: Repeat the steps for more intensity or leave it just like this.
